I argue that ultimately people who competes should decide about rules. The science can bring arguments to or/against. Testosteron is an advantage . Simple. I my opinion in swimming women should compete with other women and men with men. So if men want it they should be able to have own tournament

I know how doping works amongst men who benefits from testosterone injections. It has lasting effects. For women the effect is even more profound.

The important part is period when they have elevated level of testosterone for years. This creates level of competitive advantage that cannot be undone. Sorry, but this is how doping works in sport in general, in men and in women sport.
