Use contact cement to glue floor mat foam to the inside.
Drill holes for straps, rope, whatever you have to make it wearable, and you're good to go.

To make it:
Cut it out with a handheld scroll saw if you have one. Sand the edges smooth.
Heat the pieces in a 200 degree oven for 10 minutes and form to the best fit, cooling it in a tub of cold water to set the shape.
