No, only one chance, but at the same time the more abilities you roll during the session the more of them can you upgrade, it's a cute little system. It's simple to learn too.

During the game, as you play you are rolling your skills, attacks and spells by using d20, each time you hit 1 or 20 l, you can mark given ability for level up. At the end of the session you roll each of your abilities marked for level up to have a chance to upgrade them.

Probably understood it wrong but "Dragonsbane" leveling system is based on rolling NAT 1s and 20s during the game, after that you can level your abilities with this.

Better yet, imagine a dragon is in a bad mood for an unrelated reason and it causes a diplomatic incident with those 3 nations blaming each other for it.

Think bigger, for example a huge forest between 3 nations that is a lair of a moody Ancient Green dragon would have tremendous effect on the world building.

It's even more interesting if they do change the environment, they might be friendly and have a tender side, but them being there will eventually cause problems, it does call for action from the party and have many solutions.
