I think Angus King of ME and both NH Senators orchestrated it. Schumer was aware, for sure. Probably wished them luck even. Either way, he can't very well tell them not to talk to their colleagues.

To some degree, it's hard to evaluate them when they are in the minority and relatively powerless. Though it's also worth remembering how much control Pelosi had even in the minority

Absolutely and yet they aren't making any such moves.
The question is why not. Perhaps they value his leadership.

I'm sure a lot of Dem Senators are happy to end the shutdown and even happier that Schumer is taking all the hits instead of them

100%. His comments on this are self serving as he's trying to primary a good Senator who was a solid "No".

Whereas Moulton's vote on this issue would have been up in the air.

Corollary: Trump is also not sui generis or one of a kind. Neither was Hitler or Goebels for that matter. These are ordinary people given extraordinary power. It's up to US to take our power back.
