Can anyone explain this to me? All the hundreds of millions being cut from USDA, and there’s this increase in Watershed Protection and Flood Prevention? Sounded from reading of the bill like an increase from $50m to $150m/year. Found this in text:

But: Where there riots in California? I know T.2 makes that claim but would you say there were riots? Do we want that in the congressional record?
