In order to address these non-random deviations from the dispersal policy, we have developed an instrumental variable (IV) that constructs a hypothetical refugee distribution based on the ex-ante fixed administrative allocation quotas.

In 2015, when hundreds of thousands of people sought refuge in Europe, Germany received by far the largest absolute number of refugees. The number of people arriving to Germany and claiming asylum was of historical size, unexpected, and concentrated in a very short interval of time.
