A longitudinal mapping of access requirements shows that minimum income demands have become less common. Conversely, criteria related to "good behaviour"—such as a clean record of disturbances or criminal activity, along with positive references from previous landlords—are increasingly prevalent.

(and yes, "housing policy reforms" might include larger reforms connected to finance, mortgages, etc., as well as the reforms within the wider welfare state, as long as it can be related to housing)
