Isn't motivation a mitigating factor.
In cases of vandalism eg of coal trains, juries found climate activists not guilty because their motive mitigated their action.

But is that most effective for service organisation? If the pop is low, you will lose economies of scale.
No reason why a single authority cannot have multi site delivery under an efficient management structure.

Interesting because the point about vpns came from an article by the guardians technology correspondent.
Ie the id checker could be honest and the vpn not.
You clearly have no idea how the various techs work. I would like to find out to make a proper asessment
