Transcriptions aren't just useful for the deaf and hard-of-hearing. Deafblind people need them too. Other people with and without disabilities who don't like listening enjoy transcripts.
So, make transcriptions available to everyone without extra. Do better.

Assuming disabilities aren't a meaningful reality for a significant population is the height of hubris. 15% of the world, 1.17 billion folx, have a disability.

More than that, YOU are not "not disabled".
You're just "not disabled YET". Most of us will experience disability during our lifetime.
