Easy peasy: C/o 6 stitches, US size 13 double points, knit i-cord to the size you like. Don't bind off, cut the end to 8", sew through the live stitches one at a time to the c/o edge. Use remainder of the yarn end to stitch a running stitch on the inside of the ring to tighten it up to your liking.
