I'd like to have a breakout as "percentage of the overall budget" and "percentage of the discretionary budget", but I also suspect you'd have to explain the difference between them each and every time, so it might get cut for space.

I still maintain this is an example of "asshole solidarity" instead of "male solidarity", though it's tough to read too much intent out of a brief email.
