The answer is Brilliant Diamond/Shining Pearl, which has all of them, though a lot of them are locked behind obtaining the national dex in the post game. Not counting that, looks like it's Scarlet/Violet with all the DLC.

The best way imo is to literally copy a team made by someone who's good and play it for a while and get a feel for its strengths and weaknesses. If you're playing Scarlet/Violet, I believe there's a feature called "rental teams" that lets you do exactly that without having to raise the mons yourself
