If we are joining in Christ's suffering (1 Pet. 4:13) then we should be suffering under Empire as well. The point of the Creed is that those who follow Christ will suffer under Empire, just like He did.

He was the local representative of the Roman Empire. He donned the power of the sword (Mat. 26:52; Rom. 13:4). He was empowered to use or misuse the coercive, destructive power of the State.
He misused that power to crucify Christ.
