Discipline, if it comes at all, arrives quietly and years too late to matter. The public is asked to trust a system that has repeatedly shown it cannot impartially judge itself. #injustice

The message is unmistakable: some lives are expendable in the name of enforcement, and some institutions are untouchable in the name of order.
