The movie is on YouTube and there's some amazing animation in it, if nothing else. The finale of Sunbow G.I. Joe. It is a controversial moment for Cobra-La, sure, but also probably the inflection point where G.I. Joe's standing in pop culture waned. Hasbro cancelling Sunbow G.I. Joe.

Long-haired Cover Girl is also at the very end of G.I. Joe: The Movie, along with Shipwreck, Flint, Lady Jaye, General Hawk, and Scarlett are on hand with the leads of the movie. Those characters mattered a lot to the cartoon, so having them in the celebration makes sense as Sunbow G.I. Joe ends.
