But, I would rather those 20% continue scamming the system (if in fact they are), for the rest of those who need that boost to continue to be able to eat.

So, if this is in fact the full transcript of Reagan's radio address, I will agree that the Canadian as wasn't the full address. But I can't find anything inconsistent. Seems like Reagan would oppose the trade war started by trump. (Highlighted parts what were used in ad.)
