How, precisely, is the DoT going to be calculating marriage and birth rates for grants & loans? I mean, destination weddings are a thing, people.

I guess Nevada's going to be getting a fuck-ton of $$, considering its marriage rate is a good 4x the average. What about divorce rate? Does that offset?
