I propose a new test before anyone becomes a leader in politics, can they use an umbrella and do they know when to use one. Would sort a lot of our problems out.

I was going to say that Trump doesn't believe that percentages cap out at 100% based upon a news story, but this seems interesting... why would the news story highlighted in the first pic be unavailable in the second? Anyone else get that?
