2. Upper middle income countries such as Brazil and South Africa can get licences to produce for low and lower-middle income countries but they can't produce as cheaply as India, so they don't take them

Two problems. 1. This PrEP regimen is designed for countries that don't treat HIV well (e.g the USA, where only about 65% of people who know they have HIV have undetectable virus levels). Most of Africa had 90 to 95% of HIV+ people with no virus. There, it's a distraction from test and treat
