I ive in Oregon. We are short 140,000 units. That's not landlords fault, that is the result of a half century of failing to build enough housing.

Empty can mean:
condemned
seasonal housing that is not suitable for year-round use
units in a building still being constructed
units that are being renovated
units that are in the process of being placed upon or taken off the market

and that is why that statistic is misinformation

“Empty” does not imply “available to live in” and you would know this if you looked more deeply into this statistic.
