SCOOP: Sulma arrived in the US with her daughters in 2019.

ICE pulled her over weeks ago.

She has no criminal record. She’s a crime victim.

By nightfall she was in detention. Her twins were in US custody, among hundreds of minors ICE referred to shelters this year.
