It would be impossible the time for them to create a weapon without the IAEA knowing they were. The High Enriched Material they had was all under 24/7 video surveillance, daily inspections and under IAEA seals. When Israel started bombing that’s when material was lost and moved out of IAEA sight.

So being weeks away doesn’t mean they were actively building a weapon it just means they had the physical capability to further enrich the Uranium they had to a level that can be used in a weapon in only a few weeks. And the people who make that assessment are the international experts at the IAEA.
