What counts as VLOP/VLOSE is determined by its monthly users-a number the platforms now have to report every three months. If it exceeds 45mio (~10% of the EU's population), they are in. The image lists all (I hope) that currently exceed this threshold and some that (surprisingly, maybe) do not. 3/🧵
