We're partly in this mess because Dems have repeatedly failed to use their limited levers of power while in the minority. Withholding votes in the Senate until you've extracted real concessions is a big one.

In the technical sense, it's correct...the ICE funding is tied to the "Big Beautiful Bill". But in the more fundamental sense, most bills moving through the process are opportunities for negotiation. Dems could make support for DHS funding bill contingent upon reeling in ICE, if they so choose.
