Deleted my reply since you seem more confident. I thought maybe he was of Arabic descent, but a quick Google was hard to find anything besides that his family was impacted by apartheid growing up, and his picture on wiki makes it pretty obvious he's not black (or white).

Under normal circumstances a district voting like this would be tough to flip even in a special, but it'll be incredibly likely after the economy crashes.
