In all 3 countries, state-centrism is key. Yet, 🇺🇦 saw a void of state capacity due to the invasion. The state had to rely on its citizens. The other two countries use their state capacities in peace time, which are encompassing enough to set up resilience strategies as a preventive resource

It is mostly the totally different circumstances under which resilience was introduced. In Ukraine, clearly externally enforced (as a bottom-up ad hoc self-defence). In Poland (&Germany) as a planned strategy to include society into deterrence through resilience.

Hahaha...well taken...aber ist das nicht eher die Jungsgruppe, die mit Stöcken durch den Matsch rutschend SEALS spielen? Das weiß der Pfadfinder natürlich nicht so genau 😉 Mir scheint das in erster Linie eine politische Frage zu sein, wie dem Vorschlagsrecht von wem entsprochen & widersprochen wird.
