I ran a performing arts org. When you book a venue, you sign a contract and pay a deposit. If you back out, you lose all or part of the deposit and pay box office FEES (including CC costs and refunds). That is usually it. You don't get sued for $1M. There is no rational basis for such a lawsuit.

Obviously, it will not. Overscheduling flights while limiting the number of controllers is the big issue. Airport capacity is another, as is aircraft maintenance. It is a complex problem domain being oversimplified by those who want to make money through privatization.

Private or not, ATC will encounter the same problems that make ATC and traffic control difficult. Weather is always a big factor in flight delays and controller workload. That. Can't. Be. Fixed. By. Privatization. Also emergencies happen that close airports. How will privatization make it BETTER?

No. ATC is local to areas or countries. In some countries it is public-private corporations (UK), others fully private (New Zealand). There are interfaces and protocols for handoffs between ATC control regions, and general flight rules (separation by altitude) that are mainly observed globally.
