Thank you! That makes sense. It seems like the messaging, that BAT lanes are a dedicated lane for local business access - by cars and busses - as well as for bus through-traffic, could have been stronger. BAT lanes can make it easier for everyone to get to local businesses.

Ignorant question: What causes more BAT lane miles to be so much more expensive? Is it not mostly just red paint?
