In the trailer / your promo image they once had it launching from the DPRK/Russia/China border junction, which would raise some other realism issues IMO. Either way hard to know who is to blame.

tl;dr that a cure-all bed like in the scifi movie Elysium exists, the fullblown conspiracy version is once it's ready, we get free healthcare. This appeals to a lot of people with chronic, life-threatening conditions or medical debt
