I keep repeating that *perceptions* of the existence of acute problems *now* are not new, even if their substance may be different.
I just found this 1995 draft paper: it reads as if this is the standard start for any policy paper on European integration since... a long long time ago :)

We’re celebrating an important anniversary this year: 50 years ago, the European Council was created. Meeting in Paris on 9-10 December 1974, EEC heads of government decided to end the practice of ad hoc summits and meet instead on a regular basis, 3-4 times a year, as a ‘European Council’. (1/4)
