The extinct volcano misnamed Rat Hill is a rough, lawless place. Wrongs are traditionally righted by personal retribution. The authorities--the most powerful airship captains--only step in when retribution and subsequent counter-retribution gets out of hand.

There are many answers. Here's mine:

It's a social game that's one part improvisational acting, one part tactical simulation, one part cooperative storytelling and one part wacky fun. Different games and different game groups put more or less emphasis on each part.
