They're trying to prevent a bad situation from becoming worse. If it is deemed that they can't handle the protests, the president will invoke the Insurrection Act. It will get really, really bad then. The Mayor is on our side. The CA governor is on our side.

They're not following orders from DC. They're trying to get the situation under control before a blood-thirsty regime starts imposing martial law.
