Definitely don't think it's over-reaction at all, especially given what we've seen the last few months. However, for college-bound students here, they need 3-4 Carnegie units of history. Most schools have a limited number to offer, so I doubt they could replace it (maybe a textbook switcheroo).

Teachers will still teach the U.S. History curriculum. Students will no longer have an EOC test but will still have to PASS the class. This is a win for the teachers, given that they are no longer bound to "teaching to the test" an entire semester/year or pressured with accountability scores.
