Genes being inheritable is not the issue in contention. It's about polygenic, multifactorial expression. People w/the same genes still express differences. Some phenotypes arise w/o any genetic changes. It's not binary "on/off."

I think the point is that traits are what's being measured, and those are a combinatorial consequence of both.
The enviro already also played a role upstream, altering parents' genes, so "prior" loses it's usual linear relevance. The dominant role each plays seems to cycle back & forth.

It's revealing that the reductionist-led methodology of physics leads directly to the question "Why individuals cooperate.." regarding their subsequent goal of spreading their genes, when that goal is a species-wide directive.
