They'll be able to cast Limited Wish 1/day though as their knowledge religion ranks will be skyhigh and sacrificing people to evil gods is a thing

so they're not like 100% weak-yet-annoying-to-kill

So like, imagine someone with like 500HD accumulated over a 10 day period... Who fires Magic Missile REALLY well, but also can't cast anything of 2nd level or higher.

They lure in people daily via psionics to fuel the growth, but they will hit a weird 'hard to kill but doesn't do much' limit

Weirdly the jester and the witch would synergise really well if they existed in the same game. One can lure people in, one gets stronger by eating them. Maybe (as this is 3.5e) the witch should have a cohort...
