2. Ofcom is "independent of government". Effectively it's a workaround freedom of expression. They're acting independently of government, albeit with a government mandate, and the power to effectively censors content.

Just to pick up on a couple of things since this article is UK focused:
1. The Data Protection Act (2018) puts obligations on data holders and processors to provide transparency on how personal data is used and shared. That's not to say they make it easy though.
