What procedure is that ? What is it called ? Cause according to google “deemed as passed” doesn’t mean it goes directly to the president. I’m not claiming to know this for a fact. I truly don’t know and just never heard of this procedure. According to google all bills have to pass both 🤷🏽‍♀️
