I wonder where you have seen policy? I quickly scanned community guidelines and only saw it mention reporting but not blocking.

Indeed. This works even when people abstract to become car drivers, the levels of aggression are orders of magnitude of the same people placed in a pedestrian setting. And it gets even worse when they abstract so far they don't even register a motorbike or a bicycle as a threat (or a person!).
