You're not taking into account the support that EU member states are providing through bilateral arrangements (outside the EU framework). The EU as an government entity has provided 66,9B$ to date, but the total out of the EU is much higher.

OK, but that's also how we got the French revolution and the October revolution in Russia. If the crimes keep building up to unspeakable levels, the counterreaction may go the same route when the scales tip. Better to have people properly cared for from the start, without suffering the aberrations.

Aren't we all, though? Like - variation on the theme: Some people spend their days pushing a viscous mass of words through a rigid mesh - or rather through rigid forms crafted by people they've never even met - often to be met by Windows error sound effects. It's enough to drive anyone bananas.
