The "dirty bomb" concern should also be pretty much obsolete by now, given how monitoring and oversight has improved in the liberal / industrialized world in the past decades. If a rogue country with means were to leak that, that is beside the point as far as civilian nuclear use is concerned.

Absolutely. Weapons grade with near pure Pu-239 gets made only deliberately, with very specific (read expensive) methods. In regular civilian use, by the time fuel has tunred into waste it has accumulated far too much Pu-240 to make a fission bomb.
