That movie is pure cheesy fun. Hauer's look in Split Second was also used for the main character, Jake Armitage, in the 1993 SNES title 'Shadowrun,' which I thought was a fun nod to a niche movie.

Love the impromptu Digital Underground appearance (complete w/ young TuPac) in the weird, but funny imo, movie 'Nothing But Trouble.'
