If labour try to reduce statutory obligation or appeal rights then they are not serious about tackling the root cause.

The LA incentive today is to defer, delay and minimise a child’s need. Today there is no incentive to deliver higher quality education, provision and a better price. You either chuck the cost on SEND shortfall or try to delay and minimise the cost.

If the families and children’s act didn’t make these statutory obligations, vulnerable children’s provision would have been silently cut years ago. This mismatch of “child’s need” to “arbitrary budget” is what drives so many of the poor behaviours form LA’s.

It’s a huge misrepresentation. EHCP plans assess need and required special educational provision. Many people might believe gov takes the cost of each plans provision, apply a trend for next year and use that for “budget”, instead the education budget is arbitrarily created and disrupted.
