This is how you get Skynet. Do they really want Skynet? Have they not watched the movie?

I've found the concept of Section 31 troubling (but not outside human nature) in the Star Trek story. I'd hoped this would help me address that concern and was looking forward to seeing more of Michelle Yeoh in that role.
But when this went from series to movie I wondered.
