Amiibo Festival back in the day was wild because Nintendo really cloned Mario Party, removed the minigames, made you unable to screw people over, required you to buy Amiibo to play, and released it instead of a Wii U Animal Crossing game, and then they expected it to be beloved and well-selling.

It feels like they were taking notes on what chapter 3 did right and wrong, but then somehow the "good" notes and the "bad" notes got swapped around during development.
