It appears the latest Windows update is preventing folder deletion via the ::$INDEX_ALLOCATION trick with the DeleteFile APIs. This update makes chaining arbitrary file delete to LPE far more difficult - deleting C:\Config.Msi::$INDEX_ALLOCATION is no longer possible.
