I'm genuinely unsure. There aren't many extended quotations from Fenollosa in the article, though he definitely seems to be a bit "orientalist" as he views Chinese characters, and maybe by extension Chinese people, as some kind of simple pure extension of nature, untroubled by mimetic hurdles.
