The problem is "games people want to play". There's this old indie called "And Yet It Moves" that doesn't work anymore on Windows 8 or newer, but Proton plays it perfectly.
But how many people are interested in And Yet It Moves?

Horizon Zero Dawn can be played like Assassin's Creed and The Witcher 3 without problems!

My personal recommendation is try more games, expand your horizons (pun intended). Open world doesn't mean a mess of random stuff to do in a huge map with no control.
It just means the map is bigger than in a linear game and you go from point A to point B, in that map, to do stuff.

Let me also add that HZD's story has what's probably the best and most realistic depiction of Machine Learning / AI in videogames, if not in all games at least in the recent AAA space, showing that the writers understand how machine learning works and built a credible world around it.

The average has always been 30% for completing the main story in games, and I don't think there's ever been any change in how these percentages are counted.
