In the most extreme case, a democratic leader would need to balance the interests of as many essential supporters as there are subjects, whereas a dictator would only need to placate the interests of his head general and treasurer.

As discussed in The Dictator’s Handbook by De Mesquita and Smith, all leaders require the support of “essential supporters”. This is no less true in a dictatorship than in a democracy, however, in the former case the number of these essential supporters are paired down substantially.
