I would be more likely to claim this is only an ornamentation of I. The F- with a C on the bottom is unstable. It tries to get to Ab, but the Ab arrives late, and by the time it does, the rest of the chord wandered up, then you really get to the Ab. Put an Eb7 before it and call it fun.
