EPM seems to compare impact relative to the average NBA player in a given year (or couple of years) despite probably trying to filter this out. So those Stars values are always relative to the league strength. When after expansion rosters get weaker it'll be easier to stand out again I guess.

What happened to those cutoff EPM numbers for tiers 1-3 and the player values for Jokic etc.? They are much lower than the values according to dunksandthrees.
